Letter from the Prince Consort to Lord John Russell reporting that before submitting a final copy of the letter to M. d'Azeglio, the Queen would like to see some precedents on which new titles, on political changes, were re-organised by England, such as the case of the Empreror Napolean, the French Republic of 1858 and the German Reichs in 1848.
