Letter from Sir Robert Peel to George Anson providing his opinion on the question as to the debt incurred by Ralph Spearman after his abscondment from the Master of the Horse's department. He believes that when financial losses are incurred the heads of the department should be held responsible for their neglect of the most ordinary precautions.
